Windows Latest reported that Windows 10 has begun testing full-screen Edge browser ads to pester users. In the Windows 10 build version, Microsoft is conducting A/B testing on a new “feature” designed to show users the full-screen window Edge recommendation in the OOBE screen.

Unfortunately, you cannot permanently disable these suggestions in Windows 10.
