The One Piece world has seen mysterious powers and abilities from some of our favorite characters. While some gain amazing power from devil fruits, others have learned to harness their own spiritual energy and use Haki in this anime. Every living being in One Piece has Haki, however, only a select few like Roger, Shanks, Garp, and others have managed to master this power. Haki, for those unaware, provides the user with different abilities, including future sight, armor-like protection, and even the ability to overpower others’ will. Based on this, we have curated a list of the strongest haki users in the One Piece anime. Read on to discover each character’s powerful haki and where your favorite character ranks in the list.

We have already discussed what is Haki and its three types in One Piece in a dedicated article. Read the article to learn about Observation Haki (Kenbunshoku Haki), Armament Haki (Busoshoku Haki), and Conqueror’s Haki (Haoshoku Haki). Each haki type has its own sub-forms and advanced forms as well.
So what all haki types can your favorite One Piece characters use? Find out in this list of the strongest haki users. This list will be updated regularly whenever there is a new addition or power change in the world of One Piece.
1. Gol D. Roger

As One Piece fans might have already guessed, the top position belongs to none other than Gol D. Roger, the Pirate King himself. There is a reason why he became the Pirate King and discovered the legendary “One Piece” treasure without devil fruit powers. He did the impossible and rose up to the top while conquering the seas with his supreme Haki powers.
Roger was the epitome of the greatest Haki user as he possessed all three major Hakis known in the world of One Piece. He was the captain of the famous Roger pirates, which consisted of powerful people like Rayleigh, Shanks, Buggy, and many others.
Roger was lauded by all the renowned figures like Kaido, Oden, Garp, and more in One Piece. Even after his death, Roger is still the talk of the town around the world for his powers. Roger used advanced forms of conqueror’s haki as he imbued his sword with conqueror’s haki and clashed with Whitebeard. He also used advanced armament haki for more powerful sword attacks. Additionally, Roger possessed the observation haki, thus, making him the strongest haki user of all time in One Piece.
2. Monkey D. Garp

Monkey D. Garp was regarded as the “Hero of the Marines” after the God Valley incident. He is the Monkey D. Dragon’s father and our beloved protagonist Monkey D. Luffy’s grandfather. Garp doesn’t possess any weapon or devil fruit power, but he beat everyone in his way with his “bare fists”. Garp mastered armament haki to such an extent that he earned the title of ‘Garp the Fist.’ He teamed up with Roger and put an end to the formidable Rocks pirate crew, consisting of Rocks D. Xebec, Whitebeard, Big mom, and more, during the God valley incident.
Garp cornered the pirate king multiple times and Roger mentioned that they both fought to death countless times. Along with Whitebeard and Rocks D. Xebec, Garp also rivaled the pirate king with his haki powers. Garp’s mastery of armament haki was proven when he almost killed Don Chinjao (a great armament haki user who could split an ice continent into two) with a single punch.
In his prime, Garp managed to rival the most powerful pirates in One Piece, and he is still one of the strongest marines even in his old age. He can also utilize observation haki, and it is not confirmed whether he uses conqueror’s haki. We have to wait and see Garp’s powers in action again to learn more.
3. Edward Newgate (Whitebeard)

- Devil Fruit: Gura Gura no Mi (Tremor-Tremor Fruit)
- Bounty: 5,046,000,000 Berries
Edward Newgate, aka Whitebeard, was initially a member of the Rocks pirates but started his own crew later on and became the captain of the Whitebeard Pirates. He was introduced and widely known as the “Strongest Man in the World” in One Piece. Further, Whitebeard ate the Gura Gura no Mi (Tremor-Tremor Fruit), one of the most powerful paramecia-type devil fruits. Before his death, Newgate was one of the four emperors of the sea.
Whitebeard is also one of the few people who could use all three types of haki as well as some of its advanced forms. Whitebeard was seen using advanced conqueror’s haki, with haki infused into his attacks. It was seen in his battle against Roger, where the conquerors clashed against each other. Whitebeard also used armament haki proficiently and imbued it into his weapon during his fight against Oden. Even in his sick state, he dealt damage to Akainu during the Marineford war.
And the one fact that might surprise fans is that Whitebeard could use observation haki even while sleeping. And that’s how he was able to counter Ace’s attack in the past. It’s no wonder that the strongest man in this world is well-versed in all three haki types.
4. Akagami Shanks

Akagami Shanks is the captain of the Red Hair pirates and is one of the four emperors of the sea right now. He used to be a member of the legendary Roger pirates before they parted ways. Shanks is recognized as the master of conqueror’s haki and the killer of observation haki too. He is also one of the few pirates who can use all three types of haki. Shanks has mastered conqueror’s haki and made several members of the Whitebeard pirate crew faint during his visit. Such great use of haki was even lauded by Whitebeard.
In an interview, One Piece creator Eiichiro Oda confirmed Shank’s conqueror’s haki is twice as powerful as Luffy’s. That means Shanks could make over 100,000 people faint with his powers instead of the roughly 50,000 people Luffy knocked down. Even though he was on the outskirts of Wano, Shanks utilized his monstrous conqueror’s haki to stop Admiral Ryokugyu, who immediately froze in place.
All the incidents above prove why Shanks is the master of conqueror’s haki. As seen in his battle with Sakazuki, Shanks can use armament haki to imbue his sword with this power. Shanks can proficiently use observation haki as well, thus, making him one of the strongest haki users in the One Piece anime series.
5. Monkey D. Luffy

Monkey D. Luffy, the main protagonist of the One Piece anime, is the captain of the Straw Hat pirates and is also one of the four emperors of the sea. Luffy is also one of the very few users who has mastered all three types of haki. He first learned about haki from Silvers Rayleigh after the Marineford war and quickly mastered the basics.
Throughout his battles in the story, Luffy trained and practiced all types of haki and increased his powers gradually. In the Wano arc of One Piece, he learned about the advanced forms of haki, like Ryou, infusion techniques, and others. He leveled up and used everything in his battle against Kaido and emerged as the winner. After the events of the Wano arc, Luffy evolved into one of the strongest pirates in the world.
Luffy is proficiently skilled in observation haki and can foresee the future for a short period of time like Katakuri. He can also use advanced forms of armament haki and conqueror’s haki with ease. Luffy can also combine his haki powers with devil fruit powers, which you see in the form of Luffy’s gears. With the strongest haki powers in his arsenal, Luffy is one of the best haki users in the anime. And there is no doubt that he will climb up the ranks soon.
6. Kozuki Oden

Kozuki Oden was the daimyo of Kuri in Wano country and the leader of the strongest samurais known as the Nine Red Scabbards. Oden is the only person who served as a member of both the legendary Whitebeard pirates and Roger pirates (see One Piece Jolly Roger for popular pirates here). His immense strength was greatly recognized by both Whitebeard and Roger. He lived his life as a great samurai and became a legendary pirate.
Similar to other strong characters, Oden possessed all three types of haki. Oden is a powerful user of armament haki, where he used Ryou combined with his swordsmanship skills. He also used the conqueror’s haki against Beast pirates and used the infusion technique against Kaido and Whitebeard. It is also mentioned that he could use observation haki with ease.
Using his powerful haki techniques, Oden delivered a huge X-shaped blow and gave Kaido the scar on his body. But unfortunately, he lost the battle and had to sacrifice his life. Nevertheless, Oden will always live in the hearts of One Piece fans as one of the greatest haki users.
7. Kaido

- Devil Fruit: Uo Uo no Mi, Model: Seiryu (Fish-Fish Fruit, Model: Azure Dragon)
- Bounty: 4,611,100,000 Berries
Similar to Whitebeard, Kaido was known as the “Strongest creature in the world” and was one of the former emperors of the sea. He led the infamous Beast pirates and was feared by many across the seas. He was also a member of the Rocks pirates along with Whitebeard and Big Mom. Kaido also possessed all three forms of haki and was an experienced haki user.
Kaido can use the infusion technique of conqueror’s haki and armament haki to imbue haki in his weapon. He already possessed immense natural strength but became an unstoppable force by combining it with his haki powers. Kaido also used observation haki to foresee all of Luffy’s attacks in their fierce battle. So yeah, Kaido was an extremely skilled haki user and deserves to be ranked high on this list.
8. Charlotte Linlin (Big Mom)
- Haki they use: Observation, Armament, and Conqueror’s
- Devil Fruit: Soru Soru no Mi (Soul-Soul Fruit)
- Bounty: 4,388,000,000 Berries
Charlotte Linlin, popularly known as Big Mom, was the captain of the Big Mom pirates. She was one of the former emperors and a former member of the Rocks pirates. She was the only female character to become an emperor until now. Big Mom could use all three types of haki, and she was also a highly-skilled haki user like Kaido.
We saw Big Mom use conqueror’s haki during Sanji’s wedding and later she also used the infusion technique when she clashed with Kaido in Onigashima, splitting the skies into two. Big Mom could also use armament haki flawlessly, even Luffy’s Kong gun did not work against her hardened body back then. It was also mentioned that she was an observation haki user. Her haki was mentioned as too strong by Law during their battle on the rooftops of Onigashima. Thus, she takes the 8th position in our list of strongest haki users.
9. Dracule Mihawk

- Bounty: 3,590,000,000 Berries
Dracule Mihwak is widely known as the “Strongest Swordsman in the world” and that automatically cements his place among the strongest pirates in the world. He defeated all the enemies in his way and earned the title of the greatest swordsman, beating our beloved Zoro. He is also the main rival of the emperor Shanks, indicating the immense strength he possesses. Mihawk’s swordsmanship skills are said to be higher than that of Shanks, even though he can only use two haki types, which are observation and armament haki.
Mihawk got his epithet “Hawk Eyes” due to his great eyesight, making full use of his observation haki. He can also combine his armament haki with his swordsmanship and employ his “Black Blade Yoru” technique against enemies. Moreover, he taught Zoro about haki, proving his experience and worth as a highly-skilled haki user.
10. Silvers Rayleigh

- Devil Fruit: N/A
- Bounty: Unknown
Popularly known as the “Dark King,” Silvers Rayleigh was the right-hand man of the pirate king Gol D. Roger. He served as the first mate in the legendary Roger pirates. Although Rayleigh has now retired, he is still one of the most important figures in the One Piece world. He also uses all three types of haki and taught the basics of Haki to Luffy, helping him grow into one of the strongest pirates like himself.
Rayleigh is proficient in using conqueror’s haki, as he can concentrate it on any individual he wants. He also employs infusion, an advanced conqueror’s haki technique, to release mighty attacks. Rayleigh showed off his armament haki skills against Kizaru and the wild animals on the Rusukaina Island, where he trained Luffy. Moreover, we saw him use advanced armament haki techniques such as Ryou and Internal destruction even before we got an explanation of these concepts in Wano.
Finally, Rayleigh showed his observation skills numerous times as he explained it to Luffy by fighting an elephant. Thus, Rayleigh makes it into the top 10 on our list of the strongest haki users.
11. Sengoku
- Haki they use: Observation, Armament, and Conqueror’s
- Devil Fruit: Hito Hito no Mi, Model: Daibutsu (Human-Human Fruit, Model: Buddha)
- Bounty: N/A
Sengoku, widely known as “Sengoku the Buddha,” was the former fleet admiral of the marines before Sakazuki and was highly regarded by Roger. He is a powerful marine and an important figure like Garp in the One Piece universe. He has the ability to use all three types of haki and is the only person in the Marine who can do that.
Sengoku possesses some extreme powers, but we have not seen him use any of his powers until now. Thus, he certainly belongs in this list of strongest haki users, and we hope to see his haki powers in action soon.
12. Marshall D. Teach (Blackbeard)

- Devil Fruit: Yami Yami no Mi (Dark-Dark Fruit) and Gura Gura no Mi (Tremor-Tremor Fruit)
- Bounty: 3,996,000,000 Berries
Popularly known as Blackbeard, Marshall D. Teach is the captain of the notorious Blackbeard pirates and is one of the four emperors of the Sea alongside Shanks, Luffy, and Buggy. He is the only person to possess two devil fruit powers in the entire One Piece world. He is already scary enough without accounting for his haki powers, isn’t he?
Well, Blackbeard can use observation haki and armament haki, making him one of the most powerful pirates in the world right now. He showed his armament haki techniques by hardening his body parts in the recent manga chapters against Seraphim (New Pacifista). He can also use observation haki as he sensed Luffy’s increased power levels during his raid on Impel Down. New updates about Blackbeard’s haki powers have started to show up in recent manga chapters, and we will see more of his powers sooner for sure. For now, he remains in the 12th position due to the unknown possibilities of his haki abilities.
13. Fujitora
- Haki they use: Observation and Armament
- Devil Fruit: Zushi Zushi no Mi (Press-Press Fruit)
- Bounty: N/A
Issho, popularly known as Fujitora, is one of the admirals of the marines. Along with Ryokugyu, he is mentioned as a powerful monster in the Marines by Doflamingo. One should note that he earned this title despite being completely blind. That tells a lot about the Observation haki skills he possesses. Like a few other admirals, Fujitora can also use observation and armament haki. He can combine his magnificent haki skills with his swordsmanship and devil fruit powers, making makes him a big deal in the One Piece world.
Although he is blind, Fujitora has mastered Observation Haki to see the world with the powers of haki. He can sense the presence of people around him and sense any incoming danger precisely. By using this type of haki, he overcomes the weakness that comes with his blindness. Also, Fujitora can sense other people’s emotions like Luffy and Princess Otohime, as demonstrated at the end of the Dressrosa arc. Fujitora is also extremely skilled at using armament haki, as he was seen imbuing his sword Shikomizue with haki in his battle against Sabo.
14. Charlotte Katakuri

- Devil Fruit: Mochi Mochi no Mi (Mochi-Mochi Fruit)
- Bounty: 1,057,000,000 Berries
Charlotte Katakuri is one of the sons of Big Mom and is also one of three sweet commanders of the Big Mom pirates. He is known to be the strongest pirate in Big Mom’s crew and went undefeated until he met Luffy. Just like his mother, he possesses all three types of haki.
Katakuri awakened his conqueror’s haki when saving his sister, and we saw it in action during his battle with Luffy. He is also extremely skilled in armament haki as he combined his devil fruit powers with his haki powers and created more powerful attacks. But Katakuri’s most powerful haki has to be his observation haki. He can foresee the future for a short time during a fight and predict surprise attacks, as seen in the Whole Cake Island arc. Katakuri belongs on this list for his superior observation haki abilities.
15. Roronoa Zoro
- Haki they use: Observation, Armament, and Conqueror’s
- Devil Fruit: N/A
- Bounty: 1,111,000,000 Berries
Roronoa Zoro was previously known as the “Pirate Hunter Zoro” as he was a bounty hunter before meeting Luffy and joining the Straw Hat pirates. He is the right hand of the future pirate king Luffy and a loyal member of his pirate crew. Like his captain, Zoro is also proficient in all three types of haki, as per recent revelations. Using his three-sword style and sword collection, Zoro aims to beat Dracule Mihawk and become the strongest swordsman in the world.
As for his haki abilities, Mihawk was the one who taught Zoro about haki. He then used observation haki to detect a wild beast on Fishman island and confirmed its existence. He was also seen using armament haki by imbuing his swords with haki against Monet in Punk Hazard and started using it frequently in the future.
Zoro awakened his dormant conqueror’s haki power in the Wano arc, where he used his Nine Sword-style attacks against Kaido. Later, he learned to use the infusion technique to coat his three swords to increase their attack power against King. Zoro is also one of the upcoming and talented haki users, who will jump up the list in no time.
16. Eustass “Captain” Kid
- Haki they use: Observation, Armament, and Conqueror’s
- Devil Fruit: Jiki Jiki no Mi (Magnet-Magnet Fruit)
- Bounty: 3,000,000,000 Berries
Eustass Captain Kid is the captain of the Kid pirates and belongs to the Worst Generation of pirates alongside Luffy, Law, and nine others. He is a brave and fearsome pirate who even went on to challenge Shanks, one of the emperors of the sea. Kid’s powers started to increase gradually as he trained and developed his abilities over time. He is also among the few individuals who can use all three forms of haki.
Kid’s armament and conqueror’s haki powers haven’t been shown either in the anime or the manga. But he used observation haki to sense Luffy’s defeat against Kaido and even found out that Luffy had awakened his devil fruit powers later on. Like a few other characters on this list, we hope to see Kid’s ultimate haki powers in the near future.
17. Donquixote Doflamingo

- Devil Fruit: Ito Ito no Mi (String-String Fruit)
- Bounty: 340,000,000 Berries
Donquixote Doflamingo was a former celestial dragon and went on to become the infamous broker of the underworld with the codename “Joker”. He was also previously regarded as one of the seven warlords of the sea. Right now, he is the captain of the Donquixote pirates in One Piece. Doffy is one of the most loved antagonists in the anime series, and that’s all because of his pure evilness, ideals, and dialogues. He is also one of the strongest haki users who can use all three types of Haki.
Doflamingo awakened his conqueror’s haki when he was 10 years old and was chased by the people who wanted to hurt his family. Later in Punk Hazard, he was again seen using conqueror’s haki to knock down the marines. He can also use observation haki, and his armament haki skills are a lot better too. Doflamingo hardened his body during his battle with Luffy, reduced all incoming damage, and even sent Luffy flying afterward. He is currently a prisoner, but let’s hope he gets out to treat us with his excellent powers in the future. He remains in the 18th position on our list of strongest haki users for now.
18. Yamato
- Haki they use: Observation, Armament, and Conqueror’s
- Devil Fruit: Inu Inu no Mi, Model: Okuchi no Makami (Dog-Dog Fruit, Model: Okuchi-no-Makami)
- Bounty: Unknown
Yamato is the daughter of Kaido, and her addition to this list might come as a surprise to some. Kaido aimed to make Yamato his heir, but she expressed her admiration for Oden by announcing herself as Oden after his death. Hence, she started identifying herself as Kaido’s son and started impersonating Kozuki Oden. Like her dad, she also has all three types of haki at her disposal.
Yamato awakened her conqueror’s haki when she was just a kid. Now, she is capable of even performing the infusion technique, which she imbues on her weapon. She can perform powerful attacks like Raimei Hakke and Shinsoku Hakujaku with this technique. Yamato can also perform observation haki, but we haven’t seen her use any advanced forms yet.
Yamato used armament haki in her fight against Ace when he visited Wano to bypass the logia’s impalpable body. Yamato’s strength was proved in the Wano arc, and we hope she will join the Straw Hat pirates in the future. Thus, we rank her in the 18th position for now.
19. Portgas D. Ace

- Devil Fruit: Mera Mera no Mi (Flame-Flame Fruit)
- Bounty: 550,000,000 Berries
Ace was popularly known as “Fire Fist Ace” and was the son of the greatest pirate Roger. He was also the sworn brother of Luffy and Sabo. Ace was the captain of the Spade Pirates, but he joined the Whitebeard Pirates and became a second division commander later on. Like his father, Ace possessed all three types of Haki.
Ace was seen using conqueror’s haki unknowingly against the Bluejam Pirates when he was just 10. It is mentioned in the databook that he possessed observation and armament haki too, but we never get to see them due to his untimely demise. We hope to catch a glimpse of Ace and his true abilities in flashbacks as we saw in Wano. Ace could have become a serious contender for the list of strongest haki users if only he escaped his death in the Marineford war. But he definitely lives in the heart of One Piece fans as one of the greatest pirates.
20. Boa Hancock

- Devil Fruit: Mero Mero no Mi (Love-Love Fruit)
- Bounty: 1,659,000,000 Berries
Last but not least, we have Boa Hancock on our list of the most powerful haki users in One Piece. She is widely regarded as the “Pirate Empress” and is the captain of the Kuja Pirates. Currently, she is the Snake Princess of Amazon Lily Island, but she used to be one of the seven warlords of the sea before the world government took down the organization. She remains one of Luffy’s powerful allies and is also in love with him. She also possesses all three types of haki and is the only female character to become a warlord.
Boa Hancock’s haki powers are yet to be showcased in both the manga and the anime. But the powers have been confirmed already in the One Piece databook. We have already seen how powerful she is in the Marineford war, and hopefully, she will reunite with Luffy and show off her true powers again.
Ranking the Best Haki Users in One Piece
